The President of the Republic of Seychelles, Dr Patrick Herminie, and Vice-President of the People’s Republic of China, H.E. Mr Han Zheng, today broke ground on a new 72 housing units project at Beolière, marking a significant step in the government’s efforts to deliver 2,500 homes by 2028. This reinforces the government’s commitment to improving the quality of life for Seychellois families and strengthening the enduring partnership between Seychelles and China. The high-level ceremony which formally launched construction under the China Aid Programme, was attended by Vice-President Sebastien Pillay, Cabinet Ministers and Members of the National Assembly. The Beolière project forms part of a broader Seychelles–China cooperation framework that will deliver a total of 141 units, including an additional 69 units at Cap Bonm Zan in Anse Royale representing a meaningful boost to the country’s housing stock and continued progress towards addressing national housing demand. Designed as a modern residential community, the development will include essential infrastructure such as wastewater systems, green spaces and recreational areas, aiming to provide not just housing, but dignified sustainable and community-oriented living environments. Speaking to the media, Vice-President Pillay, who oversees the lands and housing portfolio, reaffirmed that expanding access to affordable housing remains a central government priority, noting that the project reflects tangible progress in improving living conditions and delivering real outcomes for Seychellois families. Vice-President Zheng’s presence testifies the strength of bilateral ties and the strategic role of Chinese support in national development. The partnership has consistently delivered high-impact infrastructure and social projects across Seychelles, reflecting a relationship built on mutual respect, shared priorities and long-term cooperation. Arriving from Kenya on the final leg of his official Africa tour, Vice-President Zheng’s visit aims to deepen cooperation in infrastructure, trade, and people-to-people exchanges. During his stay, he is scheduled to meet President Herminie at State House tomorrow, Sunday, 29 March, and to tour key historic and cultural sites, and as well as Chinese-funded projects including the SBC House. The visit coincides with the 50th anniversary of diplomatic relations between Seychelles and China, highlighting a longstanding partnership and renewed momentum to future cooperation in areas that directly support national development and improve the lives of Seychellois citizens.

Appointment of Chairperson of the University of Seychelles Council

The Office of the President has today announced the appointment of Dr Bernard Valentin as Chairperson of the University of Seychelles Council, effective 24th March 2026, for a period of three (3) years. Dr Valentin brings to this role a distinguished record of public health leadership and national service. He currently serves as Special Advisor to the Minister for Health and has over a decade of experience as Principal Secretary for Health, having held the position across two terms from 2011 to 2012 and from 2016 to 2025. During his tenure, he provided executive oversight to the National Institute of Health and Social Studies, contributing significantly to the strengthening of academic programmes and institutional development. His leadership experience spans multiple national bodies. Dr Valentin is currently Chairperson of the Seychelles Medical and Dental Council and also chairs the non-governmental organisation Patient Solidarity. Since 2018, he has served as a member of the Seychelles Qualifications Authority and previously sat on the University of Seychelles Council between 2016 and 2018. At the international level, he represented Seychelles on the Executive Board of the World Health Organisation for three years, reflecting his engagement in global health governance. Dr Valentin holds a medical degree from the University of Athens and a Master of Arts in Health Services Management with distinction from the University of Manchester. He also holds a combined diploma in Epidemiology, Statistics and Management from the University of Nairobi, as well as a Diploma in Addiction Studies from the University of Reunion. In addition to his professional accomplishments, Dr Valentin has contributed to academic research, including coordinating the Seychelles component of an international study in collaboration with Lund University and the University of Rochester on the long-term public health effects of heavy metals on specific population groups. He has also co-authored a peer-reviewed article in the field of public health. Beyond his medical and policy career, Dr Valentin is an accomplished literary figure and a two-time laureate of the Antoine Abel Prize, Seychelles’ highest literary honour. Fluent in English, French, Greek, and Creole, he brings a unique combination of clinical expertise, administrative leadership, and cultural depth to the role. The Government welcomes Dr Valentin’s appointment and is confident that his extensive experience and leadership will contribute to the continued growth and strengthening of the University of Seychelles as a centre of academic excellence.

The engagement was characterised by a constructive and forward-looking dialogue centred on transforming Victoria into a culturally vibrant, historically grounded, and economically dynamic city. Reflecting on her first three weeks in office, Mayor Michaud-Payet conveyed a smooth transition into her leadership role, underscored by active engagement with a broad spectrum of stakeholders. These include community representatives, development partners, and members of the diplomatic corps. She emphasised her commitment to inclusive governance, noting that ongoing consultations are integral to shaping policies that reflect the aspirations and needs of the wider population. Central to the discussions was the Mayor’s strategic vision for a modernised and revitalised Victoria. She outlined a series of integrated initiatives designed to enhance urban life through cultural enrichment, infrastructure modernisation, and increased public participation. These initiatives are the result of collaborative input from multiple sectors, ensuring a cohesive and forward-thinking framework for the city’s development. Among the key proposals presented was the extension of business operating hours beyond 4:00 p.m. The Mayor highlighted that this measure would stimulate economic activity, improve accessibility to goods and services, and contribute to a more vibrant and engaging urban environment during evening hours. In addition, she introduced plans for the establishment of a dedicated policing unit for Victoria. This initiative aims to strengthen public safety by improving response times and ensuring more effective coordination in addressing urban challenges, thereby fostering greater confidence among residents and visitors alike. Further advancing her development agenda, the Mayor presented the “Victoria Refleri” Fund an innovative platform intended to mobilise support from private sponsors, stakeholders, and non-governmental organisations. The fund is designed to facilitate strategic partnerships and secure resources necessary to implement transformative projects that will enhance the city’s attractiveness and long-term value. In response, President Herminie commended the Mayor’s proactive leadership and strategic clarity. He advised that the proposed initiatives be consolidated into a structured and comprehensive framework for submission to the Cabinet of Ministers. This approach, he noted, would ensure coordinated, coherent, and sustainable implementation at the national level. The President also emphasised the importance of establishing a clearly defined institutional mandate for the Mayor’s Office. Such a framework would provide the necessary governance structure and authority to effectively execute the proposed vision and deliver measurable outcomes. Overall, the meeting underscored a shared commitment between national and local leadership to drive innovation, strengthen institutional partnerships, and enhance the quality of life for the population of Seychelles at large, as well as for visitors and tourists.
