Seychelles Signs Landmark Accord to Become African Digital Trade Hub

VICTORIA: The government of Seychelles has entered into a strategic partnership aimed at transforming the archipelago into a central gateway for digital commerce within the continent. The signing of a Memorandum of Understanding (MoU) between Seychelles, the African Continental Free Trade Area (AfCFTA) secretariat, and Quest Ghana Limited marks a formal commitment to establishing a competitive digital trade hub.

The agreement is designed to modernize the way Seychelles interacts with the African market, focusing on the removal of technical barriers to trade and the implementation of high-tech solutions for cross-border transactions.

A Digital Architecture for the AfCFTA

The accord focuses on the deployment of digital infrastructure that aligns with the broader goals of the AfCFTA. By integrating advanced financial technology, the partnership aims to facilitate seamless, real-time digital payments and documentation exchange between Seychellois businesses and their continental counterparts.

Key components of the MoU include:

  • Cross-Border Interoperability: Creating a digital environment where local banking and payment systems can communicate effortlessly with other African financial networks.
  • Traceability in Fisheries: Utilizing digital tracking technology to certify the origin and quality of Seychellois fisheries products. This “digital birth certificate” for exports is expected to enhance the value and reach of the nation’s blue economy across Africa.
  • SME Empowerment: Providing small and medium-sized enterprises with the digital tools necessary to access larger markets that were previously unreachable due to high administrative costs.

Positioning as a Gateway

By partnering with Quest Ghana Limited, a leader in African digital transformation, Seychelles is looking to leverage external expertise to fast-track its own digital evolution. The AfCFTA secretariat’s involvement ensures that the project remains consistent with continental standards, potentially making Seychelles a blueprint for other small island developing states.

Government officials noted during the signing that this accord is a vital step in diversifying the economy. By moving beyond traditional tourism and local fishing, the digital trade hub aims to position Seychelles as a sophisticated service provider and a logistics coordinator for high-value African exports.

Next Steps for Implementation

Following the signing of the MoU, a technical committee will be established to oversee the pilot phases of the digital platform. The initial focus will be on the fisheries sector, testing the traceability systems before expanding the digital infrastructure to other areas of trade.

While the project is in its early stages, the agreement signals a clear shift in national policy toward a “digital-first” trade strategy. The success of the accord will depend on the speed of infrastructure rollout and the ability of local businesses to adapt to the new digital marketplace.
