PMAESA secretary general calls on President Herminie at State House

VICTORIA, Seychelles — The secretary general of the Port Management Association of Eastern and Southern Africa (PMAESA), Colonel Andre Ciseau, has paid a courtesy call on President Patrick Herminie at State House, where discussions focused on maritime cooperation, port development and Seychelles’ role within regional port organisations.

During the meeting, Mr Ciseau shared insights into his work and highlighted Seychelles’ growing standing within the organisation and its representation at senior level. He noted that Seychelles is currently represented as the First Vice-Chair of the association, a sign of the country’s increasing influence in regional port governance.

Mr Ciseau explained that PMAESA is one of three regional port associations operating across Africa, covering mainly English-speaking states and Indian Ocean Commission island states, alongside Western and Central Africa and Northern Africa regional bodies. All three bodies fall under the Pan-African Port Cooperation framework established 50 years ago.

He also revealed plans by the association to organise a forum in Seychelles in mid-2026, bringing together ports and cities to discuss sustainable cruise tourism. The President thanked Mr Ciseau for his continued support to the country and welcomed further engagement on maritime and port issues.
