One Voice to File Legal Case After CCCL Explosion Talks Collapse

VICTORIA, Seychelles — The residents’ association One Voice has announced plans to take legal action to obtain critical information related to the explosion at Civil Construction Company Limited (CCCL) on December 3, 2024. The decision comes after the group decided to halt all negotiations with the government and CCCL earlier this month, stating that their demands were not being met.
At a press conference held yesterday afternoon at the office of their lawyer, Basil Hoareau, association leaders explained their decision. Chairperson Anne-Marie Collet said that One Voice had sent a formal letter to the government informing them that they are suspending negotiations because the process was not progressing. “We want to know how many people have been affected, how many people qualify for the compensation, but this information is not being given to One Voice. Why do we want such information? On our side, we will need to know how to distribute the sum that they are proposing,” she said.
The group will file a legal case seeking a Norwich Pharmacal Order, a legal order compelling a third party to disclose information or documents to an applicant. Mr Hoareau said the procedure aims to obtain the investigation report, information on how many residents and households have been assisted by the government, and the chain of custody for the explosives. “In the first instance, we will start a procedure to obtain the information, and secondly, we will seek damages against the parties who acted irresponsibly,” he said. One Voice has 495 registered members, all residents, many of whom are still struggling to recover from the incident.
