Open Government Partnership: Third National Action Plan in the Making

VICTORIA, Seychelles — The National Stakeholder Committee convened a meeting at the International Conference Centre Seychelles yesterday to identify priorities for the development of Seychelles’ third National Action Plan (NAP) 2025-2027, under the Open Government Partnership. The session brought together around 60 delegates from diverse sectors of society, including Speaker of the National Assembly Roger Mancienne and Deputy Speaker Gervais Henrie.

Launched on September 20, 2011, during a meeting of the United Nations General Assembly, Open Government Partnership (OGP) was founded by eight countries, namely Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, and United States. These founding nations endorsed the Open Government declaration and announced their national action plans alongside civil society leaders, shared Cabinet Secretary Margaret Moumou. Explaining the essence of the partnership, she added that it is an international initiative that aims to promote transparent, participatory, inclusive, and accountable governance.

“Our mission is to inspire, connect, and enable an ever-growing community of reformers and champions from government and civil society to take action together. Our vision is of open governments working in partnership with civil society and people to strengthen democracy and deliver better societal outcomes,” she added. Seychelles officially joined the OGP in 2018. Its first National Action Plan covered the period from 2019 to 2021, followed by the second plan currently underway from January 2024 to December 2025. The third plan is due for submission by December 31, 2025. Speaking to the media, vice-chancellor of the University of Seychelles (UniSey), Dr Joëlle Perreau said that whatever commitment the government makes, UniSey’s mandate is to make sure it is delivered through its programmes.
