New Condominium Approach Speeds Up Title Deeds for Flat Owners
VICTORIA, Seychelles — The Property Management Corporation is currently carrying out an exercise to re-measure several blocks of flats as part of efforts to register them under the Condominium Act, enabling homeowners to receive their title deeds in a quick and efficient manner. The initiative was highlighted during a site visit at the Brillant Housing Estate yesterday, where the corporation’s customer advocate, Linda Philoe-Bristol, explained that in the past, residents had to wait for the entire block to complete their payments before they could receive a title deed.
However, under the Condominium Act, this is no longer necessary. According to PMC, the exercise is not limited to Brillant Estate. Many of the blocks are quite old and lack original layout drawings, said Mrs Philoe-Bristol. “We are registering these blocks again, and we need to reproduce the designs because they were built a long time ago.” The measuring is being carried out by a private contractor selected through a tender process.
The Condominium Act was registered in 1994, but implementation started in 2016. “When we started, only six estates were registered. This was because at that time, we were waiting for tenants to complete payment, which took a long time for them to receive their title deed,” Mrs Philoe-Bristol elaborated. From 2020 to 2024, twenty-two estates have been registered under the Condominium Act. From 2025 to date, eighteen are in the process of being registered, marking significant progress in providing homeowners with the security of property ownership.
