Seychelles Civil Aviation Authority and Fair Trading Commission Sign Consumer Protection Agreement

VICTORIA, Seychelles — The Seychelles Civil Aviation Authority and the Fair Trading Commission signed a memorandum of understanding yesterday to enhance consumer protection in the aviation sector through closer collaboration.

The agreement was signed at SCAA headquarters in Providence by chief executive Garry Albert and FTC chief executive Frederika Poussou. The MoU establishes a formal mechanism for handling complaints from airline passengers and airport users, ensuring Seychelles remains aligned with international aviation conventions and consumer protection principles of the International Civil Aviation Organisation.

The agreement comes as SCAA strengthens its role as the national aviation regulator following the separation of regulatory oversight from airport operations. It is expected to reinforce accountability within the sector and provide clearer procedures for lodging and resolving consumer complaints.

Speaking at the ceremony, Mrs Poussou said the partnership allows FTC to support SCAA with expertise in consumer protection whilst gaining deeper insight into the aviation sector. She noted the agreement will strengthen engagement with aviation stakeholders, raise awareness of consumer protection principles, and encourage best practices across the industry.

Mr Albert described the agreement as a milestone for Seychelles’ aviation sector as the nation prepares to celebrate 50 years of independence. He emphasised that consumer protection is a key pillar of a safe, transparent, and internationally aligned aviation system. The partnership will help Seychelles strengthen compliance with international air carrier liability conventions including the Warsaw Convention of 1929 and the Montreal Convention of 1999.

Whilst aviation has not traditionally generated large numbers of complaints locally, the new framework provides expanded capacity for addressing passenger concerns covering issues such as passenger rights, baggage, and conditions of carriage.
