Appointment of Chief Executive Officer and Deputy Chief Executive Officer Home Care Agency

The Office of the President has today announced the appointment of Mr. Davis Mathiot as Chief Executive Officer and Ms. Philippa Larue as Deputy Chief Executive Officer of the Home Care Agency, effective 9 March 2026.
Mr. Davis Mathiot brings extensive experience in social welfare administration, public policy, and public service management. Over the course of his career, he has served in several senior roles within Government, including Executive Director at the Ministry of Industry and Enterprise, and previously as Second Secretary (Bilateral Affairs) in the Department of Foreign Affairs.
Earlier in his career, Mr. Mathiot held several positions within the Agency for Social Protection, including Director of Operations, where he was responsible for overseeing operational functions and approving statutory benefits such as retirement pensions, welfare assistance, home care, and disability benefits.
Mr. Mathiot holds an Executive Master’s degree in Global Public Diplomacy and Sustainable Development, as well as a Bachelor of Arts (First Class Honours) in Advertising, Public Relations and Media from Middlesex University.
His professional experience in social policy implementation, welfare administration, and public sector coordination places him in a strong position to lead the Home Care Agency as it continues to strengthen the delivery of home-based care services for elderly and vulnerable persons across Seychelles.
Ms. Philippa Larue brings wide experience in public administration, communications, monitoring and evaluation, and organisational management. She currently serves as Communications Manager at the Property Management Corporation (PMC), where she has been responsible for organisational communications, strategic planning support, project management, policy development, and stakeholder engagement.
Prior to this role, Ms. Larue worked with the Ministry of Local Government and Community Affairs as Principal Monitoring and Evaluation Officer and Communications Officer, where she contributed to policy development, strategic planning processes, community development initiatives, and the preparation of Cabinet briefs and ministerial communications.
Ms. Larue also has significant private sector experience, having managed a portfolio of tourism establishments through her management and marketing consultancy and served as General Manager of a tourism lodge, overseeing operations, marketing, finance, and human resource management. She holds a Bachelor of Education and Arts from Edith Cowan University in Perth, Western Australia, and has also served as a lecturer and educator earlier in her career.
Together, the appointments strengthen the leadership of the Home Care Agency as Government continues its efforts to enhance the delivery of quality home-based care services to elderly and vulnerable persons across Seychelles.
