Justice Samia Andre Appointed Deputy President of ICDRO
VICTORIA, Seychelles — The International Commission for Dispute Resolution Online (ICDRO) has announced, through its Council and President James Corbett KC, the appointment of Justice Samia Cecile Bella Andre as deputy President (Hon.). The appointment was made on Tuesday, November 18, 2025. Justice Andre will be supporting the ICDRO mission to advance alternate dispute resolution policies in states and corporations, as well as broader activities.
Justice Andre currently serves as a Justice of the Court of Appeal in Seychelles and as a judge at the COMESA Court of Justice. She is pursuing a doctorate in laws at the University of Cape Town and is a prospective member of the Chartered Institute of Arbitrators. With over two decades in the Seychelles judiciary, rising from State Counsel to a highly respected appellate judge, Justice Andre is renowned for her leadership, incisive analysis, and delivery of high-quality judgments in complex civil and commercial cases.
Her appointment is expected to further strengthen the international profile of the Seychelles judiciary and contribute to the development of alternative dispute resolution mechanisms in the region. The ICDRO noted that her track record and reputation for impartiality make her a valuable addition to its leadership. Justice Andre is expected to bring her extensive experience to bear on the Commission’s work in supporting the resolution of cross-border disputes and the harmonisation of legal practice across jurisdictions.
