National Assembly Unanimously Passes Fisheries and Aquaculture Bill 2025

VICTORIA, Seychelles — The National Assembly on Wednesday approved the Fisheries and Aquaculture Bill 2025, as amended, with all 30 members present voting in favour. The bill, tabled by the Principal Minister and Minister for Fisheries and the Blue Economy, Jean-François Ferrari, represents a comprehensive overhaul of the 2014 Fisheries Act.

The objective of the bill is to ensure the long-term conservation, management and development of sustainable fisheries in Seychelles and the genetic material derived thereof, while safeguarding marine resources, biodiversity, the environment and ecosystems for the benefit of the general population. The bill expands on existing legal provisions, integrating principles from international best practices, including FAO instruments, Port State Measures, and heavier penalties for illegal, unreported and unregulated fishing activities of Seychelles in areas beyond national jurisdiction, including persons and vessels.

Speaking during the debate, Minister Ferrari explained that while the Fisheries Act 2014 was a major step forward in the management of fisheries, continuous growth in the sector and international best practices and obligations necessitate a more modern framework. The bill, he said, was the result of extensive consultation with the fishing industry, civil society and regional partners. Hon. Sebastien Pillay conveyed his appreciation for all those who contributed towards drafting the comprehensive bill, which the assembly said would place Seychelles at the forefront of sustainable fisheries governance in the region.
