Seychelles Joins ICAO Facilitation Conference in Qatar
VICTORIA, Seychelles — Minister for Transport Antony Derjacques has taken part in the 2025 ICAO Facilitation Conference held in Doha, Qatar, from April 14 to 17. The event was convened under the patronage of the Prime Minister and Minister of Foreign Affairs of the State of Qatar, Sheikh Mohammed bin Abdurrahman bin Jassim Al-Thani. Joining the minister in the Seychelles delegation were Garry Albert, chief executive of the Seychelles Civil Aviation Authority (SCAA), Colin Chang-Tave, chief executive of the Seychelles Airports Authority (SAA), and other senior officials.
The ICAO Facilitation Conference (FALC 2025), organised by the Qatar Civil Aviation Authority in partnership with the International Civil Aviation Organization (ICAO), gathered over 150 ministers, aviation leaders, and global stakeholders. Minister Derjacques took part in the high-level ministerial segment, where delegates engaged in discussions on travel document integrity, border control measures, air cargo facilitation, and collaborative efforts to address human trafficking in aviation. During his interventions, Minister Derjacques reaffirmed Seychelles’ commitment to enhancing air transport facilitation in accordance with ICAO standards, while promoting secure, efficient, and seamless travel experiences.
He also used the opportunity to deepen bilateral engagements with international partners to advance Seychelles’ air connectivity and regulatory alignment. As the regulatory oversight body, the SCAA plays a crucial role in ensuring adherence to ICAO Annex 9 standards and recommended practices, which aim to minimise delays and enhance the overall efficiency of air transport operations. The conference concluded with the anticipated adoption of the Doha Declaration on the Facilitation of International Air Transport, which sets a framework for global cooperation in air transport facilitation and connectivity. Minister Derjacques welcomed the declaration and reaffirmed Seychelles’ readiness to contribute actively to its implementation.
