Former Attorney General Francis Chang-Sam Dies at 86

VICTORIA, Seychelles — President Wavel Ramkalawan has expressed deep sadness at the passing of Francis Chang-Sam, the former Attorney General of Seychelles, who died yesterday. The president described Mr Chang-Sam as a distinguished Seychellois whose contribution to the legal, political and constitutional development of the nation will never be forgotten.
Mr Chang-Sam served as Attorney General from 1977 to 1983, having previously worked as a state counsel in the Seychelles Department of Legal Affairs headed by the Attorney General. He held the post of Registrar General in the same department, where he acted as Registrar of Companies, Registrar of Land, and Registrar of Trade Marks. He then served as Legal Draftsman, followed by Principal Legal Draftsman in the Attorney General’s Office, specialising in the drafting of legislations, commercial and other legal documents.
During his time in the public sector, Mr Chang-Sam served as board member on a number of government-owned corporations and statutory bodies, including the board of the Central Bank of Seychelles and the board of Air Seychelles. As a retired lawyer and Attorney General, he was presented with the Medal of Honour on June 28, 2024, at State House, as recognition of his long years of contribution at the highest level of excellence. He was the person who headed the secretariat that drafted the Constitution of the Third Republic of Seychelles in 1993 and also served on the National Law and Order Committee and was chairman of the Constitution Review Committee.
