
VICTORIA, Seychelles — Seychelles hosted its first stakeholder workshop on the internationally recognised Methodology for Assessing Procurement Systems (MAPS) at the Coral Strand Hotel in Beau Vallon. The workshop brought together senior government officials, procurement professionals, and development partners to review the country’s procurement framework using the globally accepted MAPS methodology.
Senior procurement analyst Johnette Camille noted that the country has not had a comprehensive review of its procurement framework since the system’s inception. The workshop represents a significant step towards modernising procurement practices and aligning them with international best practices. Participants examined current procedures, identified weaknesses, and proposed reforms to enhance transparency and efficiency.
According to officials, the 2025 Voluntary National Review highlighted persistent underspending of capital as a key weakness in the public procurement system. The MAPS assessment is expected to provide a detailed diagnosis of the underlying causes and recommend specific interventions to address them. Areas of focus include procurement planning, supplier engagement, contract management, and dispute resolution mechanisms.
The workshop forms part of a wider reform agenda supported by the African Development Bank and other international partners. Officials said the assessment will inform the development of a new procurement policy and related regulations. The goal is to create a more efficient, transparent, and competitive procurement system that delivers better value for public funds and supports national development priorities.
