Government Launches 13th Month Pay Relief Programme for Small Enterprises

VICTORIA, Seychelles — The government has unveiled the 13th Month Pay Support Programme for micro and small enterprises, offering temporary relief to businesses facing genuine financial hardship. The 13th month pay relief initiative was announced by Secretary of State for Finance Patrick Payet at the Ministry of Finance.

This targeted intervention demonstrates the government’s balanced approach to economic policy, protecting employee entitlements while ensuring the sustainability of small businesses that form the backbone of the local economy. The programme acknowledges the unique challenges faced by micro and small enterprises in meeting statutory obligations.

R5 million has been allocated in the 2026 Budget to fund the programme. Employers are expected to cover the automatic 50% base portion of the 13th month salary, while government support will be limited to the remaining 50% previously tied to performance appraisal systems. To prove genuine financial hardship, businesses must submit cash-flow statements, projected cash-flow reports, business bank statements, payroll records, and evidence of limited liquidity.

Eligibility is strictly limited to micro businesses with annual turnover up to R1 million and maximum 5 employees, and small businesses with annual turnover up to R10 million and maximum 50 employees. Applicants must demonstrate full compliance including valid Tax Identification Number, Tax Clearance Certificate, and adherence to labour regulations with no pending violations.

The application deadline is January 21, 2026, with verification within 10 days of submission and fund disbursement by January 31, 2026. A multi-agency committee will oversee assessments to ensure transparency and accountability.
