Seychelles Removed from France’s Tax Non-Cooperative States List

VICTORIA, Seychelles — Seychelles has been officially removed from France’s list of non-cooperative states and jurisdictions for tax purposes, the Ministry of Finance, National Planning and Trade has announced. The development follows a Decree of April 14, 2025 from the French authorities, published on May 10, 2025.

In a press release issued on Saturday, the ministry said the significant update underscores Seychelles’ commitment to transparency, compliance, and cooperation with international tax standards. “The removal from the French black list reflects the successful implementation of reforms and adherence to international standards established by the Organisation for Economic Co-operation and Development (OECD),” the statement noted.

The decision, which comes after collaboration between the governments of Seychelles and France, reflects Seychelles’ ongoing efforts to enhance its regulatory framework and align with global best practices. The government described the move as a positive signal for investors and for the country’s standing in international finance, although critics have argued that the reforms required by the OECD impose significant compliance costs on small island states with limited administrative capacity.
