New Rwandan High Commissioner Presents Credentials to Seychelles

VICTORIA, Seychelles — The new High Commissioner-Designate of the Republic of Rwanda, General Patrick Nyamvumba, presented his credentials to President Wavel Ramkalawan at State House on Tuesday. The ceremony marks the formal accreditation of General Nyamvumba as Rwanda’s envoy to Seychelles.

General Nyamvumba succeeds Fatou Harerimana, who was accredited in 2019-2020, and has an extensive military and diplomatic background, having served as Rwanda’s Chief of Defence Staff from 2009 to 2013. He holds a Master’s in Public Policy and Administration, and brings to the role a deep understanding of regional security and cooperation issues.

Discussions between the two sides focused on strengthening bilateral ties between Seychelles and Rwanda, with particular emphasis on the implementation of the five memoranda of understanding and one agreement, and the establishment of diplomatic ties, which officially began on October 13, 2025. General Nyamvumba also took the opportunity to thank the government of Seychelles for its support regarding candidatures to international organisations. The high commissioner will be based in Victoria, and is expected to work closely with the ministry of Foreign Affairs on regional cooperation matters.
