
VICTORIA, Seychelles — French Minister Delegate in charge of La Francophonie and International Partnerships, M. Thani Mohamed-Soilihi, on the margins of the 39th session of the Council of Ministers of the Indian Ocean Commission (IOC) held recently in Seychelles, shared his impressions of the key issues discussed and the objectives of his visit to the archipelago. The minister, who also serves as minister for Mayotte, said he came to Seychelles for four main objectives: to participate in the IOC Council of Ministers in preparation of the heads of state summit in Madagascar, to reaffirm France’s engagement in the region, to promote the Islands Forum at UNOC 2025 in Nice, and to enhance the excellent bilateral relations between France and Seychelles.
Among the sensitive issues discussed, the question of Mayotte’s representation within the IOC remains a point of friction. While France is a full member of the IOC through Réunion, the minister stated that Mayotte also has a vocation to fully participate in certain programmes, such as those linked to food security or health, but the unanimity rule that governs the IOC complicates the official integration of Mayotte. A single veto is enough to block any progress. The discussions, although constructive, did not allow for the adoption of a final declaration on this point. France will continue to defend this cause with conviction, including at the summit of heads of state.
The minister also highlighted France’s financial commitment, noting that the AFD currently manages 125 million euros in projects in the region. On regional youth, he said, ‘We discussed the young parliamentarians of the Indian Ocean, who carry a new vision of cooperation, more inclusive and turned towards the future.’ In conclusion, M. Mohamed-Soilihi recalled France’s attachment to the region and the importance of making Mayotte’s voice heard within the IOC.
