
VICTORIA, Seychelles — The Office of the President has announced the appointment of Wilven Jean as the new chief executive of the Seychelles Communications Regulatory Authority (SCRA). The regulator is responsible for implementing and enforcing the Communications Act 2023. It takes over the regulatory functions previously undertaken by the Department of ICT (DICT) in the telecommunications and broadcasting sectors. DICT will continue to hold responsibility for policy matters related to telecommunications and broadcasting.
Mr Jean holds a Master’s Degree in Business Administration (MBA/CEMBA) from the University of Seychelles and a Postgraduate Diploma in Wireless Communication Systems from the PLA University of Science & Technology in China. His work experience in the public service spans 21 years. Mr Jean started his career in 2004 as a telecom technician with the then Airtel Telecom (Seychelles). In 2006, he joined the Seychelles Defence Forces (SDF) as a military recruit, occupying key positions in the Force, notably as a military pilot, flight safety officer, ICT officer and chief of military intelligence and security.
Before his appointment as the chief executive of the SCRA, Mr Jean was the chief of strategic plans, policy and engagement at the Defence Forces headquarters. His appointment took effect on January 13, 2025.
